BUENA PARK, Calif. — Even as the American economy shows tentative signs of a rebound, the human toll of the recession continues to mount, with millions of Americans remaining out of work, out of savings and nearing the end of their unemployment benefits.

Unfortunately, this sort of long term growth in the number of poor is not surprising as economies continue to shrink and the areas of growth are fueled through efforts to streamline production so that those companies that are making a bounceback are often doing so on fewer workers with little incentive – or ability – to rehire those they let go.
