See the New York Times for a discussion on how the US and UK differ in their views on approaching terrorism (From London, a Rebuke to U.S. Approach on Terrorism).  The US uses the military approach that pushes the concept of suspending civil liberties while the UK prefers a civil approach that maintains due process.

I’m siding with the UK approach myself and agree that the next American president really should drop the use of "War On Terror" as a catchphrase and find a way to deal with terrorism through civil means that protect the democracy and civil liberties.
